Is twilio mandatory to access whatsapp api

My requirement is to send a WhatsApp message from a web page using Node.js. The page should consist of fields for the recipient's mobile number, the message, and a send button. After researching, I found documentation from Facebook stating that we need to obtain the WhatsApp Business API for this purpose. However, I have also come across other tools like Twilio that claim to offer similar functionality to gb whatsapp. This has left me confused as to whether Twilio or other third-party tools are necessary to access the WhatsApp API. Could you please clarify if using Twilio or other third-party tools is indeed required for accessing the WhatsApp API in my implementation with Node.js?
