The US Supreme Court on Thursday dealt President Barack Obama a harsh defeat Victor Lindelof Manchester United Shirt , splitting 4-4 over his plan to spare millions of immigrants in the country illegally from deportation and give them work permits, leaving intact a lower-court ruling blocking the plan.
The court, with four conservative justices and four liberals, appeared divided along ideological lines during oral arguments on April 18 in a case brought by 26 states led by Texas that sued to block Obama's 2014 executive action on immigration that bypassed Congress.
The 4-4 ruling was possible because there are only eight justices following February's death of conservative Antonin Scalia.
The states argued that Obama overstepped the powers granted to him by the US Constitution by infringing upon the authority of Congress.
""Today's decision keeps in place what we have maintained from the very start: one person, even a president, cannot unilaterally change the law. This is a major setback to President Obama's attempts to expand executive power, and a victory for those who believe in the separation of powers and the rule of law,"" said Texas Attorney General Ken Paxton, a Republican.
Republican US House of Representatives Speaker Paul Ryan said the ruling ""makes the president's executive action on immigration null and void."" Ryan described the decision as a ""major victory in our fight to restore the separation of powers.""
The Constitution assigns certain powers to the executive, legislative and judicial branches of the federal government.
Obama's plan was tailored to let roughly 4 million people - those who have lived illegally in the United States at least since 2010, have no criminal record and have children who are US citizens or lawful permanent residents - get into a program that shields them from deportation and supplies work permits.

BAGHDAD, April 27 (Xinhua) -- Iraqi paramilitary units, known as Hashd Shaabi, retook control of the town of Hatra in the south of Iraq's northern province of Nineveh on Thursday, after clashes with Islamic State (IS) militants, the paramilitary units said.
"The paramilitary fighters, backed by the army's helicopter gunships, completely freed the small town of Hatra after they drove out the IS militants from the town, some 100 km southwest of Mosul," the media office of the predominantly Shiite Hashd Shaabi said in a statement.
Hundreds of the Hashd Shaabi fighters entered the town from the southern edge and fought sporadic clashes against the IS militants while they freed its neighborhoods, the media office said.
Afterwards, the Hashd Shaabi fighters launched a clearing campaign in the buildings of the town, searching for suspected IS militants and defusing roadside bombs and booby-trapped buildings, the statement said.
The recapture came on the third day of an operation launched by the Hashd Shaabi units to dislodge IS militants from their desert stronghold in the town of Hatra, which bears the same name as the damaged ancient city of Hatra.
On Wednesday, the paramilitary units freed the IS-held archaeological site after clashes with its militants, according to an earlier statement by the Hashd Shaabi media office.
The 2,000-year-old Hatra archaeological site is well-known for its high walls full of inscriptions, watchtowers and Hellenistic and Roman temples with Eastern decorative features.
The ancient city was placed on the UNESCO World Heritage List in 1987, the first such site in Iraq.
In March 2015, the Iraqi Tourism and Antiquities Ministry said IS militants stole and destroyed the ancient Hatra city.
Mosul, 400 km north of the Iraqi capital of Baghdad, has been under IS control since June 2014, when government forces abandoned their weapons and fled, enabling IS militants to take control of parts of Iraq's northern and western regions.
The recapture of Hatra area came as the Iraqi security forces, backed by anti-IS international coalition, are carrying out a major offensive to drive out the IS militants from the western side of Mosul, which represents IS last major urban stronghold in Iraq.

BEIJING, March 26 (Xinhua) -- The commissioning on Wednesday of Japan's largest helicopter destroyer Izumo not only hurts the feelings of the Chinese people, but also lays bare Prime Minister Shinzo Abe and its government's intent to further militarize the country.
The commissioning of Izumo, named after a Japanese cruiser once used in Japan's invasion of China in the early 20th century, definitely evokes painful memories of the Chinese people and indicates an attempt to resurrect Japan's militaristic past.
Coincidental or not, such a move is inappropriate when other Asian countries are striving for stability in the region.
Although Japanese Foreign Minister Fumio Kishida recently signaled that the island nation is reconsidering its handling of historical issues under the pressure from neighbors and the international community, the commissioning make people doubt Tokyo's sincerity.
China's concern is justified as the so-called "helicopter-carrying destroyer" bears a strong resemblance to a conventional aircraft carrier.
Some Western media reported that Izumo with a crew of 470 sailors is a highly visible example of how the Japanese government is expanding the capability of its military to operate ov.
